I had the rather good fortune to spend a couple of weeks in Buenos Aires last year..

They have developed a mode of living with a touch of class and style. Even getting a cup of coffee at one of the many outdoor cafe's is done with class. The old ladies and men dress well, as in dress up to go out and about. The huge wooden doors on the front of most buildings as well as the ornate brass knockers are polished daily.
There is not a lot of money around, but their pride is kept upbeat.
It is easy to see that this city was once very wealthy.
At any rate, the fact that Roger's sees no panic is not indicative IMHO. I think from what I saw that panic is not in their repertoire.
