Let's try this again. It's my interpretation that the EPA lawsuits were to redress many years of noncompliance with the Clean Air Act. Seeing the handwriting on the wall, and seeking to avoid abiding by new CO2 regs, the energy companies are seeking relief from Bush. He took alot of money from them and he is now delivering.

You may scoff at global warming and you may snort at the notion of CO2 regulations at all, but that isn't really the issue. It's compliance with a 30 year old law.
