Ray! OK, I would like to be less cryptic about those imperial bonds, but I have no evidence to make my point.
I can only talk from memory, and for two countries only:
Belgian Russian bond holders never saw one kopec, whereas some French holders (and they had to manage jumping on the list) got a dividend back at the same time France was negociating a help package with Russia.
It is my understanding that Russia still uses these imperial bonds as a bait when they go fishing for international funds.
