So who is making all these high powered LEDs? And are there any barriers to entry?

Don't think so except maybe for blue LEDs which CREE is famous for.

Cree in the US and Nichia Corp. in Japan are the two biggest players. The biggest barrier to entry is the patent portfolios of those companies.
