<The chance of JDSU filing chapter 11 is slim, so far.>

Slim? So far? About as slim and far as $1.8 Billion in cash, with continuing positive cash flows, and zero long term debt will take you.

The chance of JDSU filing Chapter 11 is zero, even if we get a worldwide 1973-severity recession. Companies who, when credit was easy (way, way too easy), financed their Exuberant Expansion with debt, are going to Chapter 11. JDSU financed their expansion with their own stock. This means that, today, the company is doing fine (it's the diluted stockholders who are doing NotFine).

I don't know whether I will be buying JDSU at 5. When I can predict what 12M forward sales will be, with a reasonable amount of precision (unlikely to be off the mark by more than a few hundred million), then I will set a buy price.
