I don't think so. The most basic role of the government is national defense. If we don't have enough healthy young people to field an army, we've got a problem. I don't know what the current policy is about inducting people with HIV or hepatitis. A while back we didn't do that because everyone had to be "clean" in case of the need for battlefield transfusions. Now that HIV has reached the general population and is progressing, it's not impossible to imagine a time when we can't enlist enough soldiers to defend our country. I'd call that a national security problem.
