I use Naviscope but usually don't turn off pop-ups. I use it to block most ads and also to mess up the cookie trackers out there (it will create a phantom cookie when you visit a site, making the site think it's the first time you've been there, but you can configure sites like SI so that cookies are retained so you don't have to log in each time).

However, I also use ZoneAlarm Pro (a firewall) and block everything that comes from 208.185.152.94, which is also known as images.x10.com, so I have stopped getting 10-20 popups for the X10 camera every day. I've tracked down several other annoying pop-ups and pop-unders and popped them in the head in this manner.
