" Interior Secretary Gale Norton, who Monday designated Fresno's dump and 14 other locations as National Historical Landmarks. " Last time I checked, Norton was Bush's pick for Int. Sec. He delegated all responsibility to her so he is responsible for her decisions. She is a member of his cabinet and he has proclaimed that he may not know everything himself but he will get the best people to do the job for him. He is known as a delegator. Norton was asleep...for God's sake the site was a toxic dump site. Wanna let your family play there? You right wing zealots blamed Clinton everytime someone under his watch sneezed sideways.
