Bankruptcy reform is stalled in Congress. Both the Senate and House have passed bills, but they are tied up in Conference Committee at present.

Both bills have effective dates 180 days from the date of enactment, so there is still time to slide a quick Chapter 7 filing through and flush all that credit card debt down the drain.

I'd say it is likely that George W. will sign whatever final bill is presented to him.
