I'm just speculating, but I think Elmer was saying the following:

Intel 180nm better than AMD 180nm
Intel 130nm better than AMD 130nm

Intel 130nm:180nm improvement better than AMD 130nm:180nm improvement.

I do not necessarily agree, but these conclusions fit his words, as much as yours.
