Hillary looks for way to raise taxes without a Senate vote:

HILL READY TO PULL PLUG ON TAX CUTS[I.E. Raise Taxes]

By KENNETH LOVETT

HILLARY CLINTON: Fears cooling economy.

August 30, 2001 -- SCOTIA, N.Y. - Sen. Hillary Rodham Clinton yesterday said she supports "slowing down" President Bush's $1.3 trillion federal tax cut if the economy continues to weaken.

Clinton said she and other Democrats in Congress are searching for a way to create a "trigger mechanism" that would automatically suspend the implementation of some of the cuts if the economy worsens.
[Or if Senate democrats manage to spend the entire over tax].

Otherwise, the former first lady said, the government will have to pay for the tax cuts by cutting back programs or returning to deficit spending.
