I think you misunderstood. I had meant to say that larger caches can present a yield problem, which makes them difficult to manufacture, not difficult to design. Adding the redundancy can be challenging, too, because you'll need to find the right balance between coverage and die size, though I don't think that's anything beyond the expectations of a good designer. I should have phrased it differently.
