08:34 ET CSFB on Networking : CSFB responding to several stories that we noted on In Play yesterday; says Cisco's (CSCO) news about competitor trade-in policy is not necessarily good, and may indicate that discounting is not affecting volume sales; also notes China Telecom is probably slowing capex, but companies such as FDRY, EXTR, did not expect much from this source; finally, WCOM capex cuts are another datapoint emphasizing gloomy demand, but this is not new news.

re: Corning Chief Executive John Loose has said he does not expect spending to grow until 2003. Lucent officials said last week the company expects sector spending will be down in 2002.

The consensus sentiment for telecom equip is, finally, approaching reality. The bulls think the trough in telecom-equip spending will be 2002, with a strong rebound thereafter. The bears think the trough in telecom capex won't be till 2003 or 2004, with a weak rebound thereafter. My tentative current opinion is: the trough in spending won't be till 2003, but we get a strong rebound (25%/year increase) thereafter.
