The points you raise are interesting.
I can't understand letting people be foster parents but not adoptive parents. IMO fostering is a MUCH more difficult job and requires a lot more emotional stability. Even using their own metrics this case seems nonsensical. But then I don't even accept their metric. Sexual orientation is unimportant, imo.

The things that are critical in parenting are anger management, caring and compassion, and being able to nurture a child emotionally, physically, and intellectually. I will grant you a lot of parents aren't up to the task of intellectually nurturing anyone, even themselves, but when deciding between two sets of people who want to adopt, these are the criteria I would use.
