PCSTEL, I suppose until they have some way forward, they'd put it on hold. There's no point in spending money if ownership is unresolved. Saying, "We give up!" is a reasonable part of a negotiating position.

If it's as expensive as is claimed to operate a gateway [which apparently surprised QUALCOMM - perhaps because they do it with one person part time] then they wouldn't want to spend a lot of money if nobody is going to continue operating the system.

But maybe there was no need to be running the system because they don't have development work to do right now. In February the system wasn't running either and I kept a close eye on it for a while.

There must be some very serious multiparty negotiations going on right now while they carve up the carcass. Each party will use whatever negotiating levers they have.
