it's just a tough market environment. some of the great stocks have come public during bad times and struggled early on as a result. microsoft was slightly below it's ipo price nearly six months later. ascend came public in 1994 and promptly tanked 25% before skyrocketing 3000% in less than 2 years. yahoo was cut in half a few months after it came public and then went up nearly 200 fold in the next few years! wal-mart had some tough times in the early seventies after it came public.
