weighting with a 57 billion market cap

The Index is calculated based on the price of the components, the stock that has the highest price, has the
largest weighting in the index. RMBS obviously had a much greater weighting last year when it was trading
near 140..

ECB Unveils Euro Notes

FRANKFURT (Reuters) - The President of the European Central Bank, hailing a ``moment in which the flow of history is present,'' unveiled on Thursday the new banknotes and coins which some 300 million Europeans will start using on January 1.




Wim Duisenberg, declaring the euro was a symbol of unity in a continent whose past had been scarred by bloody wars, said Europeans would come to love the currency which is replacing their familiar francs, marks, and other national currencies.

Twelve of the 15 European Union countries will start to use euro notes and coins in four months time after a massive advertising campaign to familiarize them with the new money which has been a reality only in the financial markets since the start of 1999.

An almost military operation is being planned to distribute some 14.5 billion notes and 50 billion coins, delivering them to banks in even the remotest towns, villages and islands.

``The euro is much more than just a currency. It is a symbol of European integration in every sense of the word,'' Dutchman Duisenberg told a crowded news conference which had just learned that the ECB had cut its main interest rate by a quarter point.

``Central bankers are not supposed to express emotions or to have dreams...They are supposed to speak and think about numbers.''

``Forgive me if I make an exception today. This is a moment in which the flow of history is present,'' Duisenberg said.

WILL EUROPEANS LEARN TO LOVE THE EURO?

Asked whether he thought the general public would share his enthusiasm for the common currency, Duisenberg said: ``We have started today really and I am sure the Europeans and not only the Europeans will love the euro.''

Yet as the information campaign kicked off, opinion polls continued to show that barely half the region's population wanted the new notes.

One cafe owner in Athens was already so comfortable with the drachma-to-euro conversion rate that she could price bread in euros. Not that this made her any fonder of the shift.

``I don't have a doubt in my mind, it's going to be absolute chaos,'' she said.

``There will be a lot of people who will try to make money by tricking people, especially older ones, during the first months.''

Others expressed more concern about the period when both the euro and the national currencies it replaces will circulate together, than about the new currency itself.

``For work, it's going to be a complete shambles at the beginning,'' said 51-year-old Parisian barmaid Nicole. ``Giving change in euros to people who pay in francs is going to be a tough one.''

But the ECB has made clear that its advertising blitz is aimed at informing the public about the changeover rather than warming their hearts to the common currency.

``FEEL, LOOK AND TILT'' CAMPAIGN

Duisenberg stood in front of a giant mock up of the symbol of the ECB -- a deep blue background with the euro symbol circled by 12 yellow stars representing the member countries using the currency. He was joined onstage by fellow ECB board member Eugenio Domingo Solans, who is responsible for the public information campaign.

The pair's 30-minute presentation included video clips about the security features of the paper currency and highlights from the upcoming public relations campaign.

At the end of the presentation, 12 clear plastic stars, each containing a complete set of euro notes, descended in an arc from the ceiling and hung just out of reach of the dozens of photographers covering the event.

The ECB presented for the first time the final design of the seven banknotes, with values up to 500 euros ($455) together with their security features, such as a watermark and a security thread.

Both ECB representatives repeated ``feel, look and tilt'' -- a phrase the ECB obviously hopes will become a mantra for the 300 million users of the currency who will be the first defense against counterfeiters.

All the notes feature intaglio, or raised, printing on special paper only used for currencies. Besides the watermark and thread, the five-, 10- and 20-euro notes also have iridescent hologram strips.

The higher values -- 50, 100, 200 and 500 euro notes -- have hologram ``patches'' with the note denomination and a tiny image of an architectural motif in line with the bridges and arches printed on the currency.

The central bank has waited as long as possible to reveal the euro cash features to minimize criminals' chances of forging a currency which many users will initially be unfamiliar with.

The public will not have access to euro notes until after midnight on December 31, though they will be able to obtain ''starter packs'' containing the euro coins from mid-December.

National currencies will circulate alongside the euro for up to two months after January 1, 2002.

The ECB will launch an 80 million euro mass media campaign in September whose main thrust is to make sure that everyone knows the euro is coming and can tell a real one from a fake.

The advertising agency Publicis was asked to come up with a slogan to unite a campaign across 12 nations and 10 languages, whose shared experience includes two world wars.

It produced ``The Euro. Our money'' to suggest ownership and pride in the project which Duisenberg declared ``holds out a promise which will appeal both to Europeans and to visitors who arrive from around the world.''

The campaign will run on television, posters and print in all 12 euro zone countries, and will focus on explaining the security features of the currency and heighten public awareness of its arrival.

The ECB htt[://www.ecb.int publishes (Table 10 of the Monthly Bulletin) the EER (Euro Effective exchange Rate) against a browd basket of currencies.
This is close to the DXY for comparison matters.
