Signor Giacomo Panizzutti was not speaking OFFICIALLY on behalf of the BIS. To many, that means he was merely trying (or has been asked) to do his desperate employers a "favor" and to pull wool over the eyes of the unsuspecting. Speaking in his private capacity is not good enough.

I don't know whether this is true.
