I am wondering if there will come a point where the lowest clock speed P4 is the same or higher than the highest clock speed Athlon.

You mean the way Intel label's its 900MHZ P4 a 1.8GHZ chip, justifying the doubling of the actual chip speed because parts of its internal structure can run that fast if a routine is already loaded, decoded, and in the cache?
