All IMHO, no guarantees

Motorola basically claimed,

- the spec is clearly written and everyone has nothing to
worry about if they read the spec.

- we have tested and verified it, your fault if you havn't

(- we are the only one who have the magic sauce, you others
are thus morons)

Not even (hello) BT agreed fully but acknowledged the
problem and the risk.

From the arguments of the anti-DCCM goup one can read that
they fear the possibilty of allowing any BCCH-only (the
tested,verifiable thing) claiming to be GPRS.

Additionally argument that allowing BCCH-only handsets would
delay introduction of PBCCH..

PBCCH where PBCCH is used by the network,is, as Motorola
points out, as everyone knows, the one and only, mandatory
protocol for handsets "camping" in that future PBCCH capable
cell, the thingy needed to be fixed, one way or the other.

What all Motorola-based standpoints fail to comment, argue on,
is "can the PBCCH protocol be tested and verified at this
point in history" to ensure the reality of PBCCH capable
cells in the future.
(the Telia guy additionally thinks about handoffs between
yes and no cells, smart)

The question boils down to this,IMO

- releasing tens,hundreds of millions of handsets with
a one-and-only, mandatory function which yet is to be
tested and verified.

- Motorola claims "it is a piece of cake", we have tested
some parts of cake already, the receipt is great.

The (suggested) decision is that GPRS handsets can be
released with only the tested,verified control channel,
non-packet protocol, making it possible to do exactly
that!!

Note that members in the standard bodies are members
as long as they support the standards, Nokia cannot
(easily) release non-standard handsets according to the
"spirit" of the whole fricking thing.

Maybe motorola, getting out of handsets, can do that,
move over the risk of future recalls and upgrades to their OEMs??
Count on a nice, motorola-implementation restricted, cozy
domestic market??

The reiterate, the suggested decision allows Nokia, as
a constructive member of the standardization body, as
well makes it mandatory for the operators, to "legally"
deploy, release handsets using "only" the tested, verified,
existing BCCH system.

PBCCH and DCCM coexisting:

If that bit can activate either BCCH-only behaviour
and BCCH-PBCCH behavior it should work.

But as BCCH-only capabilities are approved, the
BCCH-PBCCH behaviour becomes a matter for "near time
studies,tests and verification", as it should be.

TSG-GERAN#6 endorsed the proposed program. Mr. B. Guarino (AT&T) asked when a recommended set of GPRS PCCCH/PBCCH features based on test capabilities and operator priorities would be available; Mr. K. Pihl thought such list would hopefully be ready on Wednesday to get feedback from operators. Mr. R. Kar commented on the IoT issue, and requested a reference model for the infrastructure to allow such IoT to be performed independently from real networks. The GERAN Chairman reminded that the purpose of TS 11.10 was specifically related to that issue, left recently to the c/o MS manufacturers and/or testing equipment manufacturers. Mr. F. Mueller reminded that nowadays test cases are implemented in-house from MS manufacturers, the comment being valid for other issues as well, e.g. DTM, and this does complicate the testing of realistic scenarios/configurations. The GERAN Chairman invited all operators to further co-operate to the testing activities.
Conclusion.
Therefore, all documents produced on the DCCM subject before the start of the meeting were not treated.

TD GP?011831 Focussed IoT program to ensure adequate testing of the GPRS PCCCH/PBCCH, from Alcatel, Ericsson, Motorola, Nokia, Nortel, Siemens, was presented by Mr. K. Pihl. The document was presented for information and discussion. The text was the following:
"In order to secure speedy deployment of GPRS PCCCH/PBCCH functionality the above manufacturers have agreed the following program. We would like to present this to the operators and manufacturers for their guidance.
1. No change to R97
2. Definition of a recommended set of GPRS PCCCH/PBCCH features based on test capabilities and operator priorities, to ensure fast and safe mass market take-up of GPRS
3. IoT program that will first verify the recommended set, with the intention to verify the full PCCCH/PBCCH functionality, latest by the R99 implementation
