nope. I observed that Desmond Tutu was not "out of luck," e'en though the "law" of society deemed him to be. He was aware of an underlying truth that could be brought to bare on his situation. In so believing and in confronting the conscience of the world, the laws of his society rose to some extent to meet that measure. The consensus in South Africa was effected by the inate knowledge that rational people have of the human condition. When confronted soundly with their own conscience a society of individuals is likely be so effected. When left to idle agenda, society is likely to stagnate or deteriorate in the mire.

"Inherent in the nature of man" means derivable by reflection of human nature, its needs, and the means of its perfection. Much of the fundamental argument along these lines was done by Plato and Aristotle in the 5th century B.C. It is like determining the normative concept of "health", and the means to get it. Medical science advanced precipitously in the last century, but that does not mean that it is conventional.

Additionally, of course, the laws of physics or chemical structure of the universe are inherent, and the fact that both sciences barely existed on a sound basis until Newton or Lavoisier, or that many major facts and theories were discovered in the last one hundred years, does not prove otherwise. If I said: "for something inherent, they certainly took a long time to emerge", I would be talking nonsense.......
