As I appreciate your response, PBCCH and PCCCH optimize a network and minimize congestion. That being the case, why would a carrier want to promote handsets that do not perform these functions?

Sounds like trouble for Nokia. If it is going to offer non-PBCCH and PCCCH handsets, what will it do when the carriers who are promoting these sets use the PBCCH and PCCCH functions? Recall them?

Perhaps the answer to Nokia's seemingly incongrous statement that it will have lots of GPRS on the market in time for the Holiday season despite this latest snafu is that there may not be a lot of networks that actually have these more or less advanced functions operating. How else does Nokia expect to have millions of GPRS sets on the shelves in time for Xmas?

Just thinking out loud here.

The BSS shall use the MS PCCCH Capability information received in MS RAC IE to page the MS on the appropriate paging channel.
