Thanks for the clarification, but I'm not sure what is meant by "certain qualifying expenditures".

Now that you've highlighted this, I do vaguely recall reading something about it earlier. I think there may be an unfair trade case against the U.S. about the specific issue of distributing countervailing duties to the affected companies.
