I believe that your understanding is correct. License fees for 3G bandwidth paid to the governments have left the licenseholders in an impoverished position re rollout now that the capital market has turned its back on the sector.

I think the only substantial 3G rollout now underway was in one of the Far East countries, possibly Japan.

Nonetheless, time does heal most things. 3G or better will roll out eventually. In the interim both Cable and DSL will help drive the bandwidth usage ever higher. And if we ever get a user friendly application that allows the computer non-literates to use the Internet as easily as the telephone, this could greatly expand data traffic in both the developed and developing world.
