Funny, those who drive BMW X5s between the malls of S. Cal don't seem to be afflicted (or blessed) with much doubt. But then they're too busy using their thumbs for cell phones to use them for rules, and why should they have rules anyway?

I take your point that a single minimal polluter might result in more pollution than two moderate polluters. The answer is as simple as charging the real cost of burning fuel, including all externalities. Ahh, but calculating those externalities is not at all simple.

Thanks for clearing that up Maurice. I understand your position now. And it would seem that your comment about the jack-rabbit driver wasn't meant in a critical way. After all, he might have as much fun with his jack-rabbit stops and starts in 10 km as another would have going on a 60 km pleasure drive in the country which I'm sure you would not take issue with.

How do you feel about those who buy nice new motorcycles which meet the latest emission rules and then tweak the fuel mixture to eek out another 5% or so of acceleration with the result being twice the carbon monoxide emissions?
