Bush cronies drained the consumers of three times the tax cut in energy gougings June 200-2001. Stopped once Jeffords switched parties. Proof is coming out that there was no real energy crisis and it was all manipulated to help Bush and rip off global not just US consumers. A massive transfer of cash and power to help Bush get in then line his supporters' pockets. Also the tax cut went half to the richest 1% and the rest in small amounts to consumers. The rich won't spend theirs. And may give less to charity as a result too. And now the government's going back into debt. They scammed the average guy and gave the rich and energy cronies all the help. And if you don't believe the energy gougings were orchestrated you'll find out soon enough.
