In 36(edit--make that 37) states the law says otherwise. Even Florida has an appeal process to restore the vote, but it's a really just a sham process. And Florida has already lost a court case for denying the vote to an ex-felon from another state. Florida has disenfranchised over 4% of the voting population, higher than any state in the nation. 23% of the black male pop. cannot vote. Since the law was originally passed in the Reconstruction era it has come under attack as a deliberately racist measure. brennancenter.org
