John Biddle, remember that for awhile SK Telecom was not allowed to gain users. They were required by the government to go below 50% market share for like one month or something. During this time, they couldn't really promote their service because they needed to lose share.

Yes that's certainly true, and it is clear as well that those governmental restrictions were aimed at preventing SK from growing, not from changing technology. They could have done all their marketing of the new 1X technology to their existing customers. For example with fliers in their bills, or special mailings to their best customers, etc. Those customers would benefit from the enhanced data capabilities and improved performance, and the operator would benefit by improvements to its carrying capacity.

I don't know the extent to which they did this, but it seems to me that such a "stealth" marketing campaign was probably used to some degree. How else did people find out about the new phones? They did get 300K subscribers after all.
