I have to dig deep to find the proof - I will make the attempt. Early on in the CDMA vs GSM race this came out. It is the policy of the GSM Organization to count additional SIM cards as new GSM subscribers regardless of whether or not a new phone or new phone number is issued. They revealed this information around 3 - 4 years ago. This is why the GSM subscriber numbers are so high. It would be interesting to hear how many active "phone numbers" and/or devices they actually have! (more later if my research proves fruitful!)
