Government mediates between the individual and society, and tries to determine their proper relationship, as well as the rules governing other corporate enterprises, like churches, businesses, charities, universities, and so forth. It is the only way that we can deal rationally with the collective aspect of social life, and, at the same time, create a stable environment to secure the circumstances in which individuals pursue their ends. The government mediates between different individuals and groups, but is itself a group formed from individuals. As you said before some decision has to be made in certain cases the final most powerful decision maker we call government but that only means it has the most power and control and perhaps that it has a practical job that if done well can justify it's existance.
