They keep telling Congress, at least, that they aren't out to create fear, but that they audit based on what they think they're going to recover, so congress should give them more money so they can collect more money. If they audit the wage earner making $23,000 a year with no savings, they aren't likely to bring in much additional tax revenue. They're basically in an enterprise position. Not a business, but an enterprise.
