When you say data was the only winner, I'd have to ask you to break that down. Data covers a lot of ills. I take it you're referring to private line data, and certain intranet offerings, which by and large amount to private lines, as well. Correct if wrong.

Don't read any further, SF. Build up of LD networks was tolerated because it didn't do any harm to ILECs.
Watch anyone trying to get into ILECs leased line business to see what happen with the poor guy.

Because it unregulated and ILECs didn't have to go to its fiends in the FCC to bend the rules to screw the guys laying fiber.

Now the fiber is there but access is firm in te grip of the ILECs. It is as simple as that.

The end result is that ILECs have an enormous amount of long distance capacity at diry cheap prices and didn't have to invest to build.
