I am relying on memory (though I am trying to get confirmation from the GSM group now). I do recall this being heavily debated (the ethics of counting this way) on discussion boards of old (anyone remember Bill Frezza) who defended these tactics to the end.

While I await the confirmation though, I'll withdraw the accusation (temporarily) and ask for the explanation of some posted GSM fact. We are led to believe that there are currently 328 Million GSM subs in Europe (as stated in the GSM Organization) - this serving a European population of 728 Million suggesting a 45% penetration rate - But the 728 Million includes every child and adult 0 years to over 115 years. How many can really be a subscriber?

Take Finlands reported 4.1 Million subs, serving their population of 5.1 Million (80% market penetration!). Finland has 928K aged 0 to 14, and over 1 Million people over 60. That leaves 3.1 Million people between the ages of 15 to 59 all of whom apparently have more than one phone (actually, all of whom average 1.32 Phones).

What factor do you contribute this "fuzzy math" to?
