You must differentiate between two Arab populations, those who are Israeli citizens and those who are not. Israel’s Arab citizens enjoy all the same rights as Jewish citizens. They are eligible for the same land subsidies as Jews. In the eyes of the Israel’s law there is no difference between a Jewish and an Arab citizen. That does not mean that there is no prejudice. Arab communities, for example receive smaller per capita fund allocations than do Jewish communities. That could be explained partly by prejudice of bureaucrats who allocate the funds, and partly by the fact that Arab communities are generally poorer. Many prosperous Arabs move out into large cities, and those that remain behind often want to preserve the traditional lifestyle. But Israeli government works very hard to correct some of these problems and to develop industry in Arab towns to help them to catch up to the rest of the nation. Of course, recent events exacerbated tension between Arabs and Jews, and that does not help. Now, the Palestinians in Gaza and West Bank are not Israeli citizens, and Israeli laws do not apply to them. They are considered PA citizens? (I don’t know what word to use since PA is not officially a government). They are subject to different set of laws (for example, they are not eligible for land subsidies), and those laws are much harsher (Actually, Israel preserved pretty much the Jordanian code that was in place before 1967). The Israeli law still applies to Israeli citizens who live in the territories, so there you may have a state of affairs where neighbors are treated differently. This is not right and should not continue indefinitely. Israeli position is that as a result of negotiations the PA citizens would get their own state where they would be subject to their own laws. Unfortunately, last year’s Barak’s proposal for a solution was not successful and was met with violence. At this time there is effectively state of war between Israel and PA, and Palestinians definitely suffer severe deprivations as the result. It was never Zionists’ aim to lord over another people. Zionists concern themselves with building a Jewish state, but unfortunately that brought them into conflict with another people who lived there. I see both Jewish and Palestinian claims as legitimate but irreconcilable. Please believe me, I empathize with Palestinians’ feeling of dispossession and helplessness, God knows, we, Jews, have been there many times in our history, but I will not give up the only Jewish state to satisfy Palestinians’ claims. Hopefully, current situation there is temporary. For the sake of both people, I hope they find a way to separate themselves, either through negotiations or unilaterally, so they can each build their own lives.
