My thinking was that ebpp that isn't outsourced is simply part of some company's accounting department.

What other segments would there be?

There are several, including software vendors, consolidators, payment processors, payment gateways, billing information gateways, bill portals, etc. Believe it or not, most companies consider ESP/EBPP to be part of their overall CRM strategy (customer service and customer self-service) and not relegated to the accounting department.

I should point out that I am employed by a publicly traded company with products in some of these areas. As such, I am not comfortable going into greater depth in a public forum such as this. Besides, we are slowly but surely wandering off-topic. :)
