The reason perhaps is that they want to be able to deploy CDMA2000 if WCDMA is still delayed. Otherwise, they would only need the dual-mode capability in handsets. They wouldn't need it in the network equipment. IMO this is the first sign that VOD is considering switching to CDMA2000 or at least preparing in case CDMA2000 gains the upper hand.
