Celibacy is a matter of canon law, and not a fundamental doctrine of faith or morals. Greek Orthodox priests can marry (bishops must be celibate), and the Vatican has come to agreement on intercommunion with the Orthodox. It is changeable. However, in the Latin tradition, celibacy is viewed very highly, and therefore there is considerable resistance to changing the rule........

I think the infallibility issue is totally different. There are some orders of catholic priests which allow marriage so I don't think this issue rises to a papal infalibity issue.

I guess if the Pope is infallible, he can declare that he is not infallible. Seems circular though.
