1996, 1997, 1998, 1999 and 2000. Yes, 2001 will probably be higher.

In past recessions we were starting from a comparatively lower base of consumer bankruptcy filings. That is one reason why banks and credit card companies with lots of consumer loan exposure have been hammered the past few months.
