I'm aware that the U.S. forest industry receives subsidies, and that U.S. environmental groups oppose them. Since the problem exists on both sides of the border, I still don't understand why environmental groups support the tariff. Don't just tell me they want to "stop the rape and pillage".

Why, on a tactical basis, are they getting involved in what seems to be mainly an economic protectionism issue? What political leverage can these groups exert by this? It seems to me this stance would work a lot better if Gore was president. If the subsidies really are greater in Canada, what is to prevent Bush from simply increasing the subsidies in the U.S. as a way to compensate?
