The truth is Congress always appropriated less than Reagan requested. I know you don't like to hear it but it is the truth.

Reagan's budgets also were hit by the very high interest rates inherited from Carter. 30-year rates were about double the prevailing rates during Clinton's. 5-, 7-, 10-, and 20-year rates were 3 times as high. 14-16 percent interest rates will double the debt in five years or less. Rates were headed back up to 10 pct in Bush's term.
