In the first case, the ruling elite, the central authorities in our government, participated in, or at least accepted, the nuclear strategy. They represent the officialdom of the United States, and although there may be some individual exceptions, they share some responsibility for foreseeable outcomes as agents of the United States. In the second case, there is no way in which you were an accomplice, so it is a moot point. You might "claim a share" by approving of the action, and thus getting a moral buy in, but that is about it........
