You can look at the SPEC FAQ for a list of applications in each SPEC CPU suite:

I guess the closest application to our lines of work is 175.vpr, which is briefly described as "FPGA circuit placement and routing." Looking at the scores of both Athlon 1.4 GHz and Pentium 4 1.8 GHz:

Athlon base runtime: 437
Athlon runtime: 385
Pentium 4 base runtime: 427
Pentium 4 runtime: 426

Athlon seems to win here, but not on "base runtime" scores, so it's hard to say.
