My chart reading skills are widely known, but I still must ask. . .

. . . is this a head and shoulders in the Dow 15 minute chart (or did today's move go too high on the right shoulder after the previous low or sumpthin)?

Overall P/C unchanged in the face of a higher p/c today suggests that Puts are being sold...fear of missing the big one up again.
