Sudan: "large oil reserves may lie untapped in the south"

America sends peace envoy to Sudan
The Times, Friday September 7
From Roland Watson in Washington

PRESIDENT BUSH made a surprise foray into a distant war yesterday when he appointed a special American peace envoy to Sudan. Standing alongside John Danforth, a former senator, Mr Bush said that the “tragedy” of the country’s 20-year civil war “commands the attention and compassion of the world”.
He conceded that he was giving Mr Danforth “an incredibly difficult assignment”, but that it was “important to this Administration to bring some sanity to Sudan”.

The move raised eyebrows on two counts. For a President criticised for being insular and failing to engage on the world stage, picking out Sudan for special attention had not been foreseen. The manner of the announcement, which saw Mr Bush break into the crowded schedule of a state visit by President Fox of Mexico for a showcase ceremony in the Rose Garden, was also surprising.

One explanation is the belief among oil companies that large oil reserves may lie untapped in the south of the country. Sudan began exporting oil from the government-controlled north in 1999, but the south may harbour larger reserves. According to US officials, President Bashir is being pressured by oil companies and foreign governments to negotiate peace terms.
