Harold:

Neutral is a buffer between Strong and Weak. In an average market (up 10-12% a year), a Neutral fund has 40% probability to move up to Strong and 20% probability to move down to Weak.

FRESX reached its all time high on August 21 at $20.30. Today it closed at $19.50. This is a drop of 3.94% from the all time high.

We cannot predict the market. If you feel more comfortable to hold cash, then to sell FRESX is a good decision.
