In the days of our founding fathers there were the many who could not read or write and had no formal education. What was the ratio of the educated vs the totally uneducated masses. Well maybe even all those folks who could not read were also basically honest. Let us say that ratio is far different today. America as a country has shown the heart of it's people by what with total power we did. Is it more evil than good.

To me the real fear of our founding fathers was that power corrupts and power needs to be checked. This is a different angle but you could argue your point on power as power can mean many things.

But the practical implementation to contain the bad or loose the good was the idea of a cautious giving the benefit of the doubt.

Any argument that drilling or anything is to be allowed or not allowed based upon a criterion that you can't trust someone and not on the benefits and risks seems quit stupid to me.
