I agree. He made a foolish pledge in the heat of the campaign and he should rise to the challenge of admitting it and explaining that there is no such thing as a lock box, never was, never will be.

Compared to the stem cell issue, it should be easy since the truth is very simple.

Since he is the one who promised a lockbox, he should level with the public and tell them the funds are not there.
