I only briefly scanned a newsmax article and you are correct the guy is just jabbing in poor taste some more. To me it only means President Bush has more power to not let them see him coming.

Those on the far left just keep pushing more away from their positions.

If there had never been an internet hoax regarding a "study" of presidential intelligence, and if Trudeau had "made one up" in the course of creating political cartoons, he probably wouldn't be apologizing for anything right now. Lots of people might have thought he was crude or crossing a line, but lots of people think that already anyway. What's new?

He probably got lots of hate mail or parts of his syndicate put pressure on him to respond. Obviously he doesn't think he really did anything wrong and still thinks Bush is a dim bulb.
