In the off-year you MIGHT nationalize the election and see something like 1994, but it's rare and difficult. The Democrats will not attempt it because, while they have fewer Senate seats to defend, most are in the red zone, where the national party is viewed as a gang of sleazy traitors and election thieves who rob working people and suck up to foreign leaders and their hair-brained ideas.

The 1994 elections were successfully nationalized by Gingrich because the Congress-dominating Democrats raised taxes, tried to socialize the health care industry, and passed a "crime" bill that was nothing more than a "criminal's bill of rights". Today, the Daschlegephardt themes are: raise taxes, turn the health care industry over to tort lawyers, and pass an education bill that will be a "teacher's union bill of rights".

The more things change, the more they stay the same...
