In the book "The Postman" by David Brin, he talks about the Order of Cincinnatus. About "citizen reps" as you call them who, when called upon to lead, do so willingly. But when the need is done, they voluntarily give up the power and go back to their real lives. A good book BTW, post apocalyptic Pacific Northwest. I too wouldn't pass the test to become a public servant...I inhaled. I ain't a very good liar either. I do have one rule in voting that I am adamant about..."if s/he has charisma, vote against em". Clinton had boatloads of charisma....
